Hainan Wanling Agricultural Products Processing and Logistics Park is the only provincial-level park in the central part of our province, and the only agricultural product processing and logistics park in the provincial-level park, with a planned area of about 9,300 acres, and is currently preparing to build China (Hainan Free Trade Port) International Agricultural Products Processing Industrial Park.
The park focuses on high-end food manufacturing, relies on raw materials such as coconut, betel nut, fruits and vegetables to make up for the shortcomings of agricultural product processing, and uses preferential policies such as 30% import tax exemption for processing value-added to the free trade port, focusing on the development of dried seafood, nuts, dairy products and snack foods that are not subject to quota restrictions and have higher tariffs. Chen Xin, director of the Management Committee of Wanling Agricultural Products Processing and Logistics Park, introduced that the park implements a “special minimalist approval” system, establishes a system for county-level leading cadres to contact key enterprises, fully implements the 2-hour problem reporting and resolution mechanism, and carries out the whole process of tracking services in the “shop small two” type, and maximizes the convenience of enterprises, and sets up a procuratorate workstation, a legal service center, a Wanling workstation of Haikou Customs Technology Center, and a central science and technology collaborative innovation center to help enterprises solve practical problems.
At present, Wanling Agricultural Products Processing and Logistics Park has introduced a total of 38 enterprises. “We like the location advantage here, and the transportation is also very convenient.” Ye Maohai, general manager of Hainan Agricultural Reclamation Wushi Baimaling Tea Industry Co., Ltd., is optimistic about the development prospects of the park, and he believes that relying on the logistics hub of the park, the tea can be processed here and transported to all parts of the country, which will help the development and growth of the enterprise. It is reported that Wanling Park has introduced a number of agricultural product processing and logistics enterprises such as Nanguo Food, Haiken Tea, Luqiao Seafood, Tianye, Kunguo, Jiayu, and Dashun Logistics.
The construction of a general aviation airport is being planned around the park, which will make full use of the advantages of Hainan’s opening of the seventh air right and the advantages of waterway construction, promote the Wanling Jinlin General Aviation Airport to become an international aviation logistics hub center, and further strengthen the kinetic energy of the ‘land + air’ linkage logistics hub in the central region of Hainan. Chen Xin introduced that the park will also give full play to the trade advantages of the “Belt and Road”, strengthen the foreign cooperation of agriculture in the free trade port, set up the Hainan branch of the China-Latin America Industrial Park, carry out the “enclave economy” with Vanuatu and other countries, establish an overseas agricultural raw material supply base, improve the service system of agricultural product import trade warehousing and logistics facilities, and build an international import agricultural product trade center in Hainan Free Trade Port.

琼中湾岭农产品加工物流园的区位优势，海南湾岭农产品加工物流园是我省中部唯一的省级园区，也是省级园区中唯一的农产品加工物流园，园区规划面积约9300亩，目前正在筹建中国（海南自贸港）国际农产品加工产业园。
园区聚焦高端食品制造，依靠椰子、槟榔、果蔬等本岛原材料补齐农产品加工短板，利用加工增值30%免进口环节税等自贸港优惠政策，重点发展海鲜干货、坚果、奶制品和休闲食品等不受配额限制、关税较高的品种。”湾岭农产品加工物流园管理委员会主任陈昕介绍，园区实行“特别极简审批”制度，建立县级领导干部联系重点企业制度，全面落实2小时问题上报解决机制，开展“店小二”式全过程跟踪服务，最大限度给予企业便利，设立检察院工作站、法治服务中心、海口海关技术中心湾岭工作站、中部科技协同创新中心，帮助企业解决实际问题。
目前，湾岭农产品加工物流园已累积引进企业38家。“我们看中这里的区位优势，交通也很便利。”海南农垦乌石白马岭茶业有限公司总经理叶茂海看好园区的发展前景，他认为，可以依托园区的物流枢纽，茶叶在这里加工后运送到全国各地，有助于企业的发展壮大。据悉，湾岭园区引进了南国食品、海垦茶叶、陆侨海产品、田野、坤果、佳语、大舜物流等一批农产品加工和物流企业。
园区周边正在规划建设通用航空机场，将充分利用海南开放第七航权优势及航道建设优势，推进湾岭金林通用航空机场成为国际航空物流枢纽中心，进一步做强海南中部地区‘陆+空’联动物流枢纽动能。”陈昕介绍，园区还将发挥“一带一路”贸易优势，加强自贸港农业对外合作，设立中拉产业园海南分园，与瓦努阿图等国家开展“飞地经济”，建立境外农产品原料供应基地，完善农产品进口贸易仓储物流设施服务体系，打造海南自贸港国际进口农产品贸易中心。
